It states in Genesis that God walked in the Garden of Eden. Was he in the physical form of Jesus at that time?

The passage you are referring to is Genesis 3:8

They heard the sound of the LORD God walking in the garden in the cool of the day, and the man and his wife hid themselves from the presence of the LORD God among the trees of the garden. (NASB) Gen. 3:8

The Hebrew verb, halak, is translated as “walking” in this passage. It refers to repetitive and habitual movement in general. We are told that they heard God moving. They recognized His movement because this was a habitual pattern. This means that God was visiting them every day. Apparently, God appeared as a theophany to them. That is, God appeared in some temporary visible form to facilitate communication. What type of form? We do not know. We are not told. Nevertheless, God was walking and they understood that it was He when they heard the rustle of the leaves.

Conclusion:

Stop and think for a minute. God visited them every day for the purpose of communication. It reminds us that He wants to communicate with us each day! We can do that by prayer and the reading of His Word – the Bible.
