Isaiah had been preaching to the nation of Israel,
but they would not listen. We will start with Isaiah 28:9 in
order to get a picture of the situation. Then we can answer
the question.
Religion Is For Babies. Isaiah 28:1 starts with a message of woe to the descendants
of Ephraim (Ephraimites). When we arrive at Isaiah 28:9, we
discover that they rejected Isaiah's message. So Isaiah recorded
their reaction. It is a sarcastic reaction.

To whom would He teach knowledge? And to whom would He
interpret the message? Those just weaned from milk? Those

They did not believe they needed to listen to the
prophet. They said, "He should teach babies. We do not
need it." Next they ridiculed him saying that he sounded
like a child making up one rule after another.

Indeed, He will speak to this people Through stammering
lips and a foreign tongue, He who said to them, "Here
is rest, give rest to the weary,” And, “Here

He
seemed confusing to them and they would not listen. The sound
of the Hebrew words that they used to describe him, sound like
those of a babbling child.
God Rejects Them.
So
God responded and told them that He will send them into captivity
because they would not listen.

God will repeat the message. It will not change.
It will be order on order, line on line, and line on line. They
will stumble and be broken because they ignore Him.

is a serious warning to anyone who does not like what God says
and so rejects His message. His Word is pure and truthful. May
the desire of your heart be to meditate on it.
